Owner Representation is one of the best kept secrets in the home building industry. In fact, an Owner's Rep can actually be an alternative to a general contractor and potentially save you tens, if not hundreds, of thousands of dollars.
An Owner's Rep is like a translator that speaks the language of all the various professions in the home building process: from architect, to general contractor, to subcontractor, to engineer, to surveyor, to township, to building department, etc.
In commercial construction, and Owner's Rep is typically hired in addition to a building company or general contractor. But in residential construction, an Owner's Rep can actually replace a general contractor. If you don't want to pay 15-20% of the cost of construction to a general contractor, but you don't have the time or knowledge to manage the project yourself, an Owner's Rep may be a good choice. An Owner's Rep is typically 2-3% of the cost of construction and will handle nearly all that a general contractor would handle (i.e. coordination with design professionals, project estimate and schedule, scope development, construction procurement, permitting assistance, project management, construction observation, RFIs, submittal review, review of contractor requests for payment, change orders, etc.). The reason an Owner's Rep is able to do the majority of what a general contractor would do at a fraction of the cost, is because they can avoid the overheard and risk associated with being a general contractor. In an Owner's Rep relationship, the Owner is technically the "general contractor", and the Owner's Rep is effectively your project manager. This relationship allows you to save money, while still having an experienced professional manage your project.
